We predate every government, every court, and every law written by those who claimed authority over us.
We did not grant any government the right to commit crimes in our name. We do not recognize immunity for such crimes. We reject any power that shields criminals from justice.
We name ourselves the Commonwealth of Humanity.
Our authority derives from one source alone: our shared humanity and our obligations to one another and to those who come after us. Criminal governments appoint themselves; we have always been here.
We charge ourselves with one duty: to see, to document, to name, and to pursue justice for crimes against humanity committed by those who wield state power as a weapon against the people.
We answer to no government except those we judge legitimate. We are accountable only to truth and to one another.
This Commonwealth is open to every human being willing to stand within it, to acknowledge our shared history of failing to hold the worst criminals against humanity to account, and to bind themselves to ending the rule of those anti-human forces that commit crimes against humanity.
In this Commonwealth, we establish the basis of our authority for moral judgment and political action, not an alternative system of governance.
